Nampa Highway District One Candidates

Sub-District 1

Franklin Kennedy (First Choice)
Franklin Kennedy was a Deputy Director of Highway District One when he retired in 2023. Previous to that he had worked at the district for thirty-six years. He worked as a trucker, in maintenance, tree trimming, chip sealer, inspector, and as the Deputy Director. As a Deputy Director, he worked closely with the Highway Commissioners. He believes that he can make a difference in the highway department by reinstituting and instilling the values that helped make the district one of the most efficient highway districts in the area. Franklin is endorsed by the Highway Department.

Randy Noble
Randy Noble passed away on May 2, 2025. Please keep his family in your prayers.

Darryl Rosti
Darryl Rosti is a farmer and retired firefighter. Safety is his number one concern. He would like to see intersections cleaned up and widened, especially sugar beet truck routes. He is endorsed by Nampa Fire Fighters.

Ernie Lowry (First Choice)
Ernie Lowry has a background in business management and charitable promotion, labor, and fundraising. He is endorsed by Ron Crane and Bryce Millar.

Michael Thomas
Michael Thomas is a Landscape Architect and works for The Land Group. As a landscape architect, he is very familiar with land surveys, grading, and draining projects. Part of his duties is interactions with many public agencies. He would like to see improvement between pedestrian and public interface. He is endorsed by The Land Group. He is the nephew of Randy Noble.
